Proponents in both legislative chambers are seeking enough votes to pass a constitutional amendment calling for a statewide referendum on three forms of legalized gaming: sports betting, local option pari-mutuel horse wagering and destination casino gambling.  “Whether you’re for or against the bill, allow the people to vote,” says Rep. Ron Stephens, R-Savannah. The amendment would pump more revenue into Georgia’s HOPE Scholarship and pre-kindergarten programs. It would also establish a special account to cover the difference between HOPE scholarship awards and the actual cost of tuition for students from families earning below 50% of the state’s median income.
