Late Monday night the Atlanta City Council passed a proposal to redevelop the Gulch in downtown by a measure of 8-6.  This means the city will move forward with the sale of the 40-acre area to CIM, following an intense negotiating process where city councilmen fought for certain concessions, including the promise of affordable housing and other public enhancements.  The city will also grant some $2 billion in tax breaks for the project.  Mayor Keisha Lance Bottoms, a major proponent of the project and its main backer at City Hall, scores a big win here – her ship is RISING…
